President Biden announced the American Jobs Plan, a $2 trillion investment in infrastructure and jobs. It includes a $400 billion investment to expand access to Medicaid home and community-based services (HCBS), a top priority for Justice in Aging and our partners. The plan calls for expanding access to and quality of HCBS to help more older adults and people with disabilities live in the community, and extending the Money Follows the Person program to help individuals who are in nursing facilities and other institutions return to the community. It also calls for building an infrastructure to support well-paying jobs for the direct care workforce, which is predominantly women of color. The package also includes significant investments in affordable and accessible housing, expanding reliable broadband internet access, and transportation infrastructure targeted to low-income, tribal, rural, and underserved communities.
